RIP Pudge the Fish

Are there certain scenes that should not make it to films and end up in the deleted scenes features in DVDs? Below is the storyboard for a original scene in Disney’s Lilo & Stitch (2002). Lilo introduces one of her best friends to Stitch, Pudge the Fish. Do you think the scene should have been kept?
